Request to Speak

Request to Speak (RTS) is a powerful tool for all Arizonans to comment on legislation voted on in committees. If you do not have an RTS account, please email lwvazadvocacy@gmail.com with your First, Last name, and email. League volunteers are creating accounts at the Capitol for our members.  During the legislation session, we will send regular updates with LWVAZ recommendations on various bills. Contact us at lwvnaz@gmail.com if you would like further assistance getting started.

Action Steps: Quick guide to using the RTS system

  1. Sign into “Request To Speak”
  2. Select the Request to Speak icon (which looks like a microphone)
  3. Select New Request on the left-hand side
  4. You can enter the bill number in the search phrase box (you do not need to put something in every box). House bills are HB and start with a “2. Senate bills are SB and start with a “1.”
  5. Once you enter a bill number, it should appear with a box on the right-hand side that says Add Request
  6. I Indicate your position on the bill, if you want to be called to speak during committee (note that you can check “yes - remotely,” and enter a comment if you wish. You can comment on the bill electronically -you don’t have to speak. Remember, the comment is limited to 250 CHARACTERS.
  7. Select SUBMIT so your opinion is recorded.

Committees that will permit you to speak virtually require that you reserve a spot on RTS. Most committees require that you reserve your spot 24 hours in advance of a bill’s scheduled hearing. The committee agenda has the most current information about how to reserve your spot. Note that you could have only two minutes to make your case with the committee.
